During the debates: "Energetic Safety and Environment", O. Bilorus stressed the fact that it is unacceptable to use energy resource with the political aims as a pressure instrument aimed at the partners and consumers. He expressed against groundless declaration regarding the unilateral subsidizing of Ukrainian economy by Russia through the Russia gas for the reduced prices supply. O. Bilorus reminded of almost free-of-charge supply of Ukrainian gas to Soviet Russia and also "groundless cheap prices on the Russian gas transit through Ukrainian gas transporting systems."
O. Bilorus emphasized that energy security policy can not be built through the pressure and blackmail relations. "Ukraine as the trans European gas transporter are not responsible for the "gas wars" in Europe", - the Chairman of the Committee stressed. He also pointed out the attention on the fact that "in the current year, despite Russia and EU failed to allot credits for Ukraine, we formed the gas reserve in underground depots at the rate of 26 billion cubic meter, that guarantee the stable gas supply to Europe."
O. Bilorus also delivered the speech during II session, dedicated to the environmental protection and stable development. He in particular stressed that the modern global systemic crisis "is concentrated expression of the collected ecologic problem and lack of the world strategy for the safety stable development".
The Leader of Ukrainian delegation introduced the proposition regarding the formation of the Ecological Security UNO with the integrative and directive functions. The same proposition concerns the Global Ecological Fund.
